尽管石油输出国组织（OPEC）计划增加石油产量，但该产油国组织的4月石油产量反而下降，主要是因为委内瑞拉受到美国新制裁的影响。

　　根据调查，OPEC在4月的产量减少20万桶/日，至2，724万桶/日。其中约一半的下降来自委内瑞拉，因为雪佛龙等国际生产商缩减当地生产，同时特朗普政府收紧了制裁。

　　但尚不清楚为何沙特和阿联酋等其他OPEC成员国没有借此机会最终增产。

　　此前OPEC+决定在4月开始逐步增产，该计划因为担心影响原油价格而被多次推迟。

　　调查显示，获得特许可进行额外增产的阿联酋将日产量减少8万桶，至日均325万桶。沙特方面则仅增加2万桶/日，至日均897万桶，低于商定的增产额度。
