智通财经APP获悉，美国国会预算办公室(CBO)主任Phillip Swagel表示，美国财政部很可能能持续支付政府账单至夏末，届时国会必须采取行动提高或暂停债务上限。
Phillip Swagel表示，联邦财政收入似乎与早前的预测相符，这表明财政部可能再过几个月的时间就会耗尽现金、无法全额按时履行支付义务从而面临潜在违约风险。
在被问及潜在的“X日”(X-Date)时，Phillip Swagel表示，仍然预计“X日”将在夏季后期到来。“X日”是指美国政府债务规模触及债务上限这条“红线”、出现联邦政府无法维持基本公共开支以及偿还债务本金和利息债务的情况的日期。
美国财政部将在5月上半月提供一份官方最新报告，说明它预计将在什么时候耗尽现金和所谓的“非常规会计措施”。自1月21日以来，美国财政部一直在使用这些特殊会计操作，以维持联邦支付。
值得一提的是，国会预算办公室在3月曾警告称，如果政府的借款需求大大超过预期，财政部的资源可能会在5月底耗尽。Phillip Swagel周一也表示，“X日”仍有可能提前，这取决于未来的收入，尤其是6月份的情况。不过，他也补充称：“目前对较晚的预测时间感到安心，相信国会有时间采取行动。”
共和党议员已将提高债务上限纳入一项旨在不依赖民主党票数通过的减税立法中，但该法案仍面临诸多障碍，具体通过时间尚不明确。
