阶段 0：安全委员会可完全否决证明系统，控制权集中。
阶段 1：需 6/8 成员同意才能干预，设有外部成员门槛，干预受限。
阶段 2：仅在可验证错误发生时介入，且不能任意裁定。
他建议：随着对证明系统信任提升，应逐步从阶段 0 过渡到阶段 2。阶段 0 安全性最低，应避免长期停留。Rollup 至少应从阶段 1 启动，同时注重证明系统的审计与成熟度建设。
