美国微软公司创始人比尔·盖茨近日在接受美国有线电视新闻网采访时表示，他认为美国对中国的技术封锁起到了完全相反的效果，不仅未能限制中国科技发展，反而让中国在芯片制造等领域实现了全速发展。

盖茨说，想要限制中国的发展是很难的，将技术完全占为已有的想法并不现实。盖茨还表示，美国的关税政策制造了大量的不确定性，对各行各业都会造成巨大的影响，而这种不确定性会导致企业无法正常开展投资活动。
