房东群体已开始积极布局。3月3日，全美公寓协会（NAA）致信特朗普，要求放宽联邦租户保护条款及能效标准——这些诉求正在兑现。HUD刚刚废除“积极促进公平住房规则”，美国能源部也暂停了电器能效标准更新。这清晰表明政府正全力迎合行业利益。
但对租户而言，这无异于噩梦。
美国联邦住房中的移民家庭正成为国土安全部的重点目标，约2.5万户混合身份家庭可能同时面临驱逐和遣返。
“当前普遍存在的是恐惧，”全美公民律师权联盟的约翰-波洛克（John Pollock）指出，“权利就是权利，当人们感到无法行使这些权利时，就构成了严重的社会问题。”
