美联储理事Christopher Waller表示，当货币政策制定者既对选民负责又享有职位保障时，经济稳定性会得到提升。

　　Waller称，他自己的研究表明，“通过提名和确认程序可以实现选举问责制，而由一群无法被免职的个人制定政策则有助于增强经济稳定性。”

　　Waller在为周五加利福尼亚州斯坦福的一场活动准备的演讲稿中指出，这是美联储当前的运作结构。“我认为这一机制经受住了时间的考验，希望它能在未来多年继续保持。”

　　此前，美国总统唐纳德·特朗普数周来对美联储主席杰罗姆·鲍威尔和美国中央银行进行了抨击。今年以来，政策制定者一直保持利率不变，并表示不急于调整借贷成本，而特朗普则呼吁降低利率，并指责鲍威尔和美联储经常在调整政策方面反应迟缓。

　　这位总统的言论 —— 包括他在社交媒体上发文称鲍威尔越快下台越好 —— 引发外界猜测特朗普可能寻求将这位美联储主席撤职。但他随后表示不会解雇鲍威尔。

　　Waller于2020年被委任为美联储理事会成员。

　　美国中央银行相关法律通常被视为保护美联储理事免受总统随意解雇，尽管关于这种保护是否也适用于美联储主席存在争议。美联储理事由总统提名，并由美国参议院确认任命。

　　Waller表示，他的研究表明，由一个独立的政策委员会制定货币政策，相较于另一种让政策完全向选民负责的模式，能够提升社会福祉，因为后者往往会导致经济不稳定性上升。
