美国总统特朗普周五表示，他将“始终”对贸易伙伴征收至少10%的关税，但随即又补充称“不排除例外情况”，这一表态凸显出当前美国在多个贸易谈判中的立场仍不明晰。
“你始终会有一个基线，”特朗普在白宫对记者表示。“当然，也可能有例外。有时候，某些国家为我们做了特别的事情，那就另当别论。但基本上，最低基线是10%，有些关税会远高于这个水平。”
周四美英公布框架协议后，美国仍维持对英国商品10%的基线税率。对此，政府官员坚称，特朗普将继续在所有进口商品上设立至少10%的关税，以应对贸易逆差并推动美国制造业发展。
白宫新闻秘书莱维特当天早些时候也表示，“总统决心继续执行这一10%的关税基线。我刚刚与他交流过。”
此外，消息人士称：特朗普团队的贸易谈判优先名单包括日本、韩国和越南等国家，它们都是美国的主要进口来源国，也是特朗普希望减少贸易逆差的国家。还包括斐济、莱索托和毛里求斯等相对次要的合作伙伴。
