智通财经APP获悉，周二，第一太阳能公司(FSLR.US)股价大幅飙升，收涨22.66%，在标普500指数成分股涨幅榜中位居榜首。Wolfe Research将其股票评级从“与行业持平”上调至“跑赢大盘”，目标价定为221美元。Wolfe指出，此次评级上调是因为45X税收抵免政策的不确定性得到明显改善，是自2024年初选举年政治因素介入以来首次。
美国众议院筹款委员会提出的法案将45X税收抵免政策的实施期限缩短了一年，但Wolfe分析师史蒂夫·弗莱什曼(Steve Fleishman)认为，这一结果有望打消投资者此前的顾虑——此前他们担心选举因素会危及《通胀削减法案》规定的税收抵免政策。
弗莱什曼还补充道，共和党对该法案的支持，以及法案重申45X税收抵免政策，都表明这项政策不会轻易被废除。而且，预计该政策在众议院和参议院全体投票中还将获得更有力的支持。
尽管法案缩短了45X税收抵免政策一年的实施期限，但弗莱什曼表示，第一太阳能公司仍有望从该政策中获利100亿美元，约合每股92美元。作为美国本土唯一具备规模的太阳能组件制造商，该公司的国内市场优势依旧稳固，其生产并不依赖电池或硅片等国外零部件。
弗莱什曼还指出，众议院共和党法案中对“受关注外国实体”的限制规定颇为严格。这进一步释放出信号，即海外制造商想要在美国市场参与竞争将面临巨大挑战，而这无疑将进一步巩固第一太阳能公司的竞争优势。
