Foresight News 消息，据 Circle 4 月初提交的上市报告文件显示，Circle 与贝莱德（BlackRock）在 2025 年 3 月签署的新谅解备忘录（New MOU）中约定，Circle 优先将其发行 Circle 稳定币和其他产品的储备交给贝莱德，其承诺，除非法律、监管或操作要求另有规定，否则 Circle 至少将 90% 的美国管理的 USDC 法币储备（不包括银行存款）存放在贝莱德管理的产品中。此外，贝莱德同意在所有与美元支付稳定币相关的使用案例中，优先考虑并优先使用 USDC 和所有 Circle 稳定币，并承诺不开发和推出具有竞争性的支付稳定币，前提是 Circle 继续履行准备金管理的支付义务。新谅解备忘录的有效期为四年。
