美联储副主席Philip Jefferson表示各国央行应随时做好向金融体系提供流动性的准备，但他也警告不要采取鼓励过度承担风险的做法。

　　“央行必须明确表示，如果市场出现压力，将随时准备提供流动性，这是至关重要的，”Jefferson在为亚特兰大联储2025年金融市场会议上准备的讲话中表示。“但央行也必须采取措施，以尽量减少道德风险”。

　　他补充道：“在这里，‘道德风险’是指这样一种担忧：公开提供的流动性可能会鼓励私人金融机构承担过度风险”。

　　“从根本上说，流动性工具的目的是支持银行体系的平稳运行与稳定、促进货币政策的有效执行，以及推动建立一个安全、高效的支付系统。”Jefferson表示。
