IMF敦促美国削减财政赤字。国际货币基金组织（IMF）第一副总裁戈皮纳特表示，美国财政赤字过大，需要解决其“不断增加的”债务负担。戈皮纳特在接受媒体采访时表示，尽管关税方面出现积极进展，但美国仍受到“非常高的”贸易政策不确定性的影响。

　　4月，IMF因美国加征关税的影响下调了对美国和其他大多数国家的增长预测，同时警告称进一步的贸易紧张局势将进一步减缓经济增长。戈皮纳特表示：“平均关税税率低于（4月份）假设的水平绝对是积极的．．．但不确定性非常高，我们必须看看新税率会是多少。”

　　戈皮纳特发表上述言论之际，特朗普正提议延长2017年第一个任期通过的减税政策，并增加新的税收减免。穆迪上周也下调了美国主权信用评级，原因是担心美国不断增长的36万亿美元债务。该评级机构指出，美国历届政府和国会未能就扭转巨额年度财政赤字和不断增长的利息成本趋势的措施达成一致。
