据知情人士透露，特朗普政府正准备向雪佛龙公司发放一份特别定制的许可证，允许这家石油生产商在委内瑞拉开展基本业务的最低限度维护工作。
知情人士称，美国财政部计划批准这项豁免，仅允许雪佛龙在这个受制裁的南美国家进行关键的维护和安全相关操作。
此前美国已指示雪佛龙和其他美国公司逐步停止在委内瑞拉的生产业务。美国国务卿鲁比奥本周宣布，美国将允许现行许可证按计划于5月27日到期失效。
美国国务院援引鲁比奥的声明，未作进一步评论。财政部未立即回应置评请求。
鲁比奥本周的声明浇灭了外界关于美国将允许雪佛龙在委内瑞拉（OPEC成员国）继续使用现行许可证运营60天的预期。特朗普总统的特使里克·格勒内尔（Ric Grenell）此前曾表示，在本周会见委内瑞拉官员并带回一名在委被监禁的美国退伍军人后，许可证延期即将达成。
目前尚不清楚其他在委内瑞拉运营的美国公司是否会获得与雪佛龙拟议许可类似的授权。
