近日，全球首次十万吨级海上浮式油气生产装置浮托组装作业在辽宁大连南部海域顺利完成，并在“海巡0301”轮护航下缓缓拖离作业水域。

该组装项目为全球重量最大、难度最高的海上工程作业，亚洲最大无动力甲板驳船“海洋石油229”轮、深水旗舰“海洋石油691”轮等大型工程船舶全程参与，完成组装的浮式油气生产装置分为上下两模块，上部模块和甲板支撑架重量36000吨，下部模块重量39686吨。

为做好该项目海上组装作业通航安全保障工作，大连海事局优化项目选址，统筹考虑项目水深、潮汐、海流、底质等特殊需求以及气象条件、航路分布、渔船碍航等因素，划定安全作业区，确保组装作业符合通航安全要求；建立工作专班，对接监管和服务保障需求，制定监管服务专项方案；开辟绿色通道，确保组装作业各环节“准时准点”；全程跟踪严控作业风险，加装5G信号放大器、船载CCTV等设备，结合船舶自动识别系统（AIS）、无人机等对组装作业进行全程监控，并在组装关键节点调派海巡船艇进行巡护；分析作业水域水文气象数据及通航环境，协助项目单位布设水文监测浮标，为项目安全、有序、高效开展提供技术支撑。
