自乌克兰冲突爆发以来，莫斯科不断加强对外国资产出售的限制，任何涉及能源和金融领域的交易都必须获得普京的批准。
BurService 和 Aggreko 没有立即回应置评请求。该法令没有明确说明交易的价值。
BurService 是油田服务公司哈里伯顿（Halliburton）于 2022 年离开俄罗斯后成立的。
哈里伯顿HAL.N于2022年9月表示，已将其俄罗斯业务出售给一个由哈里伯顿前雇员组成的俄罗斯管理团队。
