智通财经APP讯，首创环境(03989)发布公告，根据中华人民共和国财政部及国务院国有资产监督管理委员会关于国有企业财务报表审计工作的相关规定，会计师事务所向一家国有企业持续提供审计服务的年限有一定限制。本公司为北京首都创业集团有限公司(该公司为一家国有企业)的附属公司，而由于本公司持续委聘现任独立核数师安永会计师事务所(安永)的年期已经达到规定年限，故安永将退任本公司核数师，自本公司的应届股东周年大会(股东周年大会)结束起生效。董事会亦认为于一段适当时间后更换核数师将有助于加强核数师的独立性及维持良好的企业管治。
鉴于安永计划煺任，本公司已就采购审计服务进行公开采购选聘程序，而该程序已获董事会审核委员会(审核委员会)监督。该程序考虑的因素包括但不限于：相关候选人的费用报价及审核建议;彼等于处理联交所上市公司审核工作方面的审核经验、行业知识、质量控制及资料保护机制以及技术能力;彼等的独立性及客观性;及彼等的资源及能力(包括人力、时间投入及审核工作团队的组成)。
根据上述程序的结果及经审核委员会推荐，董事会已决议建议委任香港立信德豪会计师事务所有限公司为本公司核数师，任期自股东周年大会结束起及直至本公司下届股东周年大会结束为止，惟须获股东于股东周年大会上批准。
