Exponent Inc. has announced that the New York State Department of Environmental Conservation (NYSDEC) has amended Part 494 of Title 6 of the New York Codes, Rules, and Regulations to further reduce hydrofluorocarbon (HFC) emissions. These changes will significantly affect manufacturers, sellers, and distributors of aerosol products using HFCs as propellants. Starting June 1, affected parties must register with NYSDEC, with annual disclosure and reporting requirements set to begin on March 31, 2026. The regulations aim to minimize greenhouse gas impacts and will require manufacturers to explore and transition to alternative propellants with lower global warming potential (GWP20) values. The phasedown approach will impose stricter limitations over time, with significant restrictions on aerosol propellants taking effect in 2028 and a prohibition on regulated substances with a GWP20 greater than 10 by 2034. Compliance will involve product reformulation, supply chain adjustments, and potentially increased production costs.
