英国首相基尔·斯塔默宣布将对英国军队实施全面改革，其中包括投入大额资金以强化核力量，但拒绝具体说明英国何时能够实现防务开支占国内生产总值（GDP）3%的关键目标。

　　斯塔默表示，英国将进入“战备”状态，以应对日益加剧的威胁和全球局势的不稳定性。英国政府宣布计划投资150亿英镑（200亿美元）用于核弹头计划，并作为与美国和澳大利亚共同参与的“美英澳（AUKUS）”伙伴关系的一部分，建造多达12艘潜艇。

　　“如果想要威慑冲突，那么最好的办法就是为冲突做好准备，”斯塔默周一表示。晚些时候，英国政府将发布战略防务评估报告。“世界已经发生变化：我们必须做好准备。”

　　英国国防类股周一走高，Babcock International Group Plc股价升至2017年5月以来的最高水平，BAE Systems Plc和QinetiQ Group也上涨。

　　但是，斯塔默未对英国何时将把国防开支提高至GDP的3%做出明确答复，可能使得评估报告的关注遭到削弱。3%的数额仍然低于北约秘书长马克·吕特提出的成员国应将至少3.5%用于核心国防活动的建议。而特朗普则提出了5%的要求。
