5月31日凌晨，受持续强降雨影响，怒江州贡山县突发严重地质灾害，山体滑坡、道路塌方导致联通光缆受损严重，独龙江乡通信网络严重中断。中国联通闻“汛”而动，第一时间启动应急通信保障预案，集结应急抢险力量冒雨奔赴灾区。截至6月4日9时，中国联通累计投入应急通信保障抢修人员26人，卫星通信车1辆，抢险车辆6辆，应急油机2台，卫星便携基站1套，卫星电话4部。经抢修，已恢复供电基站32个，筑牢灾区通信“生命线”。

灾情发生后，中国联通紧急调派卫星背包站、卫星通信车、卫星电话等“硬核”设备支援灾区。在贡山县，面对山体松动、余泥滑落等危险，中国联通抢险队伍跋涉泥泞山路，克服地形复杂、设备运输困难等挑战，在确保人员安全的情况下全力布放光缆，5月31日下午及时抢通了丙中洛镇、茨开镇、捧当乡、普拉底乡的全部受损基站。

灾害更为严重的独龙江乡，因道路完全阻断，保障人员肩扛手抬应急设备徒步挺进，向“失联”区域发起通信抢通攻坚。

6月2日，突击队抵达独龙江乡政府，在周边搭建临时通信保障点，开通免费便民通信服务，为受灾群众和救援人员提供通话、短信及流量支持，让“失联”区域“复联”。

后续，中国联通将做好网络监控和应急保障工作，全力以赴保障独龙江乡通信安全。
