BlockBeats 消息，6 月 5 日，Cobo 的托管副总裁 alexzuo 发文称，新加坡 MAS 发布《金融服务与市场法》（FSMA）下 DTSP 监管框架最终指引，FSMA 将于 2025 年 6 月 30 日生效，未合规 DTSP 需立即停止运营。
DTSP 指在新加坡向境外客户提供代币买卖、转账、托管等服务的机构，但已持 PSA/SFA/FAA 牌照或被豁免者无需新申请 DTSP 牌照，仍需满足新增义务，如更严格的技术风险管理、年度审计、1 小时内上报重大安全事件等。MAS 强调从“是否持牌”转向“是否合规”，并对稳定币实施分层监管。
