Musk looked poised to benefit from the Commerce Department's expected overhaul of a $42.5 billion program that was part of the Biden administration's "Internet for All" plan. Musk and some Republicans had been critical of the program.

Commerce Secretary Howard Lutnick has said he wanted to give a revamped program a "tech neutral" approach, which could direct more federal subsidies to satellite internet service providers like Starlink, rather than favoring fiber internet. New guidance for the broadband program will be released Friday, Lutnick testified before the House appropriations committee on Thursday.

A growing number of states have also begun rolling out subsidies for satellite connectivity in rural areas, changes that were poised to benefit Starlink and nascent service from Amazon.
