美国国会似乎并没有放弃这一审计计划，4名国会议员提出了一项法案，以便对美国黄金储备进行数十年来的首次全面审计。《黄金储备透明度法案》要求对美国所有黄金储备进行全面分析、盘点和审计。它还要求全面披露涉及美国黄金的所有交易，包括50年来的任何购买、销售、贷款、质押、租赁、掉期和其他负担。美国众议员托马斯·马西在一份声明中表示：“美国人应该看到支撑美元的机构的透明度和问责制。”

与此同时，投资者和各国正慢慢从美元和美国国债转向黄金，黄金已经重新确立了自己作为一种重要的全球货币资产的地位——一种不存在第三方风险或地缘政治风险的资产。

由于黄金是世界公认的最终货币形式，因此保护美国财政部持有的黄金在很大程度上是一个国家安全问题，美国试图通过该法案恢复市场对美元的信心，因为目前全球多个国家和央行都在减少美元敞口，并积极将黄金从美国运回国内。
