　　2025第十七届轩辕汽车蓝皮书论坛于2025年6月13日-15日在广州举行。上海交通大学教授，上海智能网联汽车技术中心董事长殷承良在演讲中表示，现在大规模发展卫星互联也是国家重大的一个战略，尤其是现在在做占轨保频。

　　他介绍，低轨卫星网作用非常大，但是空间绝对有限，它从350km的地轨道到1100多公里的轨道，在这个轨道面，它的整个的容量只有6万颗星。马斯克自己就要搞4.2万，他的野心很大，就是马斯克的SpaceX公司，它的卫星总量等于美国除特斯拉，加中国加欧洲加日本加全世界。

　　“也就是说他自己一个大于别的所有的，包括美国人自己。这个野心是非常大的，总共只有6万颗，现在国际有一个通行的国际的准则，叫先到先得，谁先把这个轨道占住，那它就是自己的，另外空间频的通讯频率有限，不仅是占轨道，还有那个频率，都必须申请。”他说。
