6月23日消息，东方金诚国际信用评估有限公司根据跟踪评级安排对洛阳盛世城市建设投资有限公司及“19孟津盛世债/PR孟津债”的信用状况进行了跟踪评级，经信用评级委员会评定，此次跟踪评级维持洛阳盛世城市建设投资有限公司主体信用等级为AA，评级展望为稳定，同时维持“19孟津盛世债/PR孟津债”信用等级为AA+。
资料显示，洛阳盛世城市建设投资有限公司是河南省洛阳市孟津区重要的基础设施建设主体，主要从事孟津区范围内的基础设施建设，同时还从事租赁、教育及房产销售等业务。洛阳城市发展投资集团有限公司为公司的控股股东，洛阳市人民政府为公司的实际控制人。
东方金诚认为，洛阳市及其下辖的孟津区经济实力均很强；公司主营业务仍具有很强的区域专营性，继续得到股东及相关各方的有力支持；洛阳城投为“19孟津盛世债/PR孟津债”提供的担保仍具有较强的增信作用。同时，东方金诚关注到，公司资产流动性依然偏弱，面临应收类款项资金回收风险、较大的资金支出压力及短期偿债压力，资金来源对筹资活动存在较大依赖。综上所述，公司的主体信用风险很低，偿债能力很强，“19孟津盛世债/PR孟津债”到期不能偿还的风险很低。
