路透6月25日 - 据一位知情人士及其中一封信的副本显示，美国政府周三向 Enterprise ProductsEPD.N和 Energy TransferET.N发出通知，告知这些公司可以在驶往中国的船只上装载乙烷，但未经授权不得在中国卸货。
在美国商务部发出这些信函之前，几周前美国商务部对这些公司向中国出口乙烷实施了许可要求，这一规定导致出口暂停，船只只能停泊或在美国墨西哥湾沿岸一带徘徊，无法继续前行。
随着中美贸易战从报复性关税转向对彼此供应链的遏制，这些信函可能意味着美国准备取消5月底和6月初对中国出口的限制。随着中国向一些企业发放稀土出口许可证并表示将加快审批进程，美国现在似乎也接近允许向中国出口乙烷。
据知情人士透露，尽管收到了通知，这些公司仍不太可能冒险将乙烷装船并发往中国。一旦船只抵达中国，可能难以阻止其卸货行为，相关企业可能面临高达货值两倍的处罚。
Enterprise Products和Energy Transfer是美国最大的两家乙烷生产商和出口商，它们没有立即回应置评请求。美国约有一半的乙烷出口到中国，用于石化行业。
