BlockBeats 消息，6 月 25 日，据 The Block 报道，国际清算银行在周二发布的一份报告中表示，稳定币不属于货币。这家被称为“央行的央行”的机构在报告中指出，那些锚定法定货币的数字资产未能通过构成货币体系核心所需的“三项关键测试”：统一性（singleness）、弹性（elasticity）和完整性（integrity）。
报告作者在这份年度报告中写道：“稳定币在未来货币体系中将扮演何种角色尚待观察。”该报告聚焦于下一代金融体系。“但稳定币在构建健全货币体系所需的三大核心特性方面表现不佳，因此无法成为未来货币体系的支柱。”
尽管如此，报告也承认稳定币具有一定优势，例如可编程性、伪匿名性以及为新用户提供便捷接入。此外，从技术角度看，它们在跨境支付方面有可能提供更低的成本和更快的交易速度。
但作者也指出，与央行发行的货币及商业银行和其他私营机构发行的工具相比，稳定币可能带来系统性风险，例如削弱政府的货币主权（有时通过“隐性美元化”实现），以及为非法活动提供便利。尽管稳定币在加密生态中作为资金进出通道发挥着明确作用，并在高通胀、资本管制严格或美元账户获取受限的国家中获得广泛使用，但 BIS 表示，这些资产不应被视为“现金”。
