6月28日，联合资信公布评级报告，天津中绿电投资股份有限公司2023年面向专业投资者公开发行碳中和绿色公司债券(第一期)获“AAA”评级。
联合资信评级报告认为，天津中绿电投资股份有限公司（以下简称“公司”）为中国绿发投资集团有限公司（以下简称“中国绿发”）旗下发展风电和光伏产业运营平台，中国绿发对公司支持力度很大。2024年，公司装机规模同比大幅增加1283.50万千瓦，公司风电仍主要集中在青海、甘肃和内蒙古，光伏发电主要集中在新疆和青海等区域，部分地区电网配套建设相对国内经济发达区域有待完善，2024年公司限电比较上年同期相比较高。跟踪期内，公司装机规模扩大，上网电量增加，带动营业总收入和利润总额增长。2024年，公司资产规模保持增长，主营业务盈利水平高，经营活动产生现金流净流入规模较大，但受新能源补贴款滞后影响，应收账款对流动资金形成占用。同时，由于业务规模的快速扩张，公司资金需求较大，负债及债务规模明显扩大。2024年5月，公司完成定向增发，资本实力进一步增强，有利于偿债能力保持。综合跟踪期内公司经营风险和财务风险表现，其整体偿还债务的能力极强。2024年，公司经营活动现金流入量和EBITDA对“23绿电G1”的覆盖程度高。
