6月30日消息，东方金诚国际信用评估有限公司根据跟踪评级安排对陕西西咸新区发展集团有限公司及“19西咸集团债02/19西咸02”、“20西咸集团债04/20西咸04”、“21西咸集团债02/21西咸02”的信用状况进行了跟踪评级，经信用评级委员会评定，此次跟踪评级维持陕西西咸新区发展集团有限公司主体信用等级为AAA，评级展望为稳定，同时维持“19西咸集团债02/19西咸02”、“20西咸集团债04/20西咸04”、“21西咸集团债02/21西咸02”信用等级均为AAA。
资料显示，陕西西咸新区发展集团有限公司为西咸新区最重要的基础设施建设和国有资产运营主体，主要从事西咸新区内基础设施及保障房建设、公用事业运营，同时还从事房地产开发、商品销售、金融投资等业务。陕西省西咸新区开发建设管理委员会是公司控股股东和实际控制人。
东方金诚认为，陕西省、西安市经济实力均很强，国家级西咸新区地区经济实力不断增强；公司主营业务依然保持着很强的区域专营地位，继续获得股东及相关各方的有力支持。同时，东方金诚关注到，公司仍面临很大的资本支出压力，资产流动性依然较弱，债务率水平仍维持高位，存在较大的或有负债风险，经营呈现亏损、盈利能力进一步下降，子公司再融资能力或受一定不利影响。综上所述，公司的主体信用风险极低，偿债能力极强，“19西咸集团债02/19西咸02”、“20西咸集团债04/20西咸04”、“21西咸集团债02/21西咸02”到期不能偿还的风险依然极低。
