Enphase Energy (ENPH), NextEra $(NEE)$, SunRun $(RUN)$: Republicans proposed a new tax on wind and solar projects in the latest version of the Senate's budget bill, stunning clean-energy companies. Solar stocks dropped in premarket trading.

Juniper Networks $(JNPR)$, Hewlett Packard Enterprise $(HPE)$: The Justice Department settled its lawsuit challenging Hewlett Packard Enterprise's $14 billion deal to buy Juniper. Shares of Juniper surged 8% premarket, while HPE advanced 4%.

Avadel Pharmaceuticals $(AVDL)$: An investor is seeking the ouster of the narcolepsy drugmaker's entire board, arguing the company has mismanaged the launch of its main treatment.

UBS (CH:UBSG), $(UBS)$: The Swiss bank said it would launch a $2 billion buyback program this year, delivering on plans to hand back money to shareholders. Shares edged higher in Zurich.
