由老牌发展商德祥地产(00199.HK) 持有的土瓜湾上乡道21至31号(单数)地盘，早前以总价8,680万元完成补地价，以楼面约8.19万平方呎计，每呎楼面补地价约1,060元。
资料显示，上述地盘邻近新世界(00017.HK) 发展的瑧尚。该地盘原为落成于1956年的3幢5层高工厦，德祥2018年起开始收购，2020年曾申请强拍，当时市场估值约1.79亿元，惟后来德祥在私人市场上统一业权，并于2022年拆楼预备重建。
