近日，山东省商务厅、省发展改革委联合印发《山东省2025年稳外资行动实施方案》，其中提出，支持符合条件的医药领域外资企业经批准开展生物制品分段生产。鼓励外资企业依法在山东开展境外已上市细胞和基因治疗药品临床试验，对已上市境外生产药品转移至山东生产的药品上市注册申请实施创新、快捷、常规“三通道”审批。持续开放创新药品挂网绿色通道，促进医药外资企业创新产品加快上市销售。
