　　7月5日，2025中关村论坛系列活动——全球财经论坛在北京石景山区举行。

　　清华大学中国经济思想与实践研究院院长李稻葵作题为“从公共财政迈向公共金融畅通经济金融大循环的学理分析”的主旨演讲。他表示，在科技飞速发展的当今时代，中国经济运行未达增长潜力，企业投资动力减弱，居民消费热度降低，经济发展呈现“气滞血瘀”之态，扭转经济下行趋势成为关键所在。我们亟需实现从公共财政到公共金融的理念转变。从政府层面，首先要从算短期账转变为算长期账，要从关注短期现金流收支转为重视长期资产负债表管理；其次，需将简单的本期收支考量转向长远平衡规划；第三，通过发行国债置换地方债，推动地方政府深入开展城镇化建设，提供优质公共服务；第四，推动产能置换，运营优良资产，完成从公共财政向公共金融的转型。如此，我国经济必将迎来新一轮高质量增长周期。
