花旗发表研究报告指,港铁与香港特区政府签订北环线第一部分项目协议,同时启动支线的详细规划及设计。港铁须自行全数支付北环线(第一部分)项目造价314亿港元。该行认为,与之前整个项目的585亿港元预算相比,第二部分的项目成本仍存在不确定性。 报告提到,港铁就北环线(第一部分)的资本开支预期将于十年内进行,目标主线与支线均在2034年或之前同步开通。政府将向港铁批出10幅面积共约26公顷用地并扣除390.5亿港元地价,作为对港铁的财务资助。该行予港铁目标价23港元,评级“沽售”。
