位于圣路易斯的美国第八巡回上诉法院表示，美国联邦贸易委员会在前民主党主席莉娜-汗的领导下通过了这一规则，但该委员会没有对规则的成本和收益进行初步分析。该规则原定于 7 月 14 日生效 (link)。

该规则要求零售商、健身房和其他企业为订阅、自动续费和免费试用（转换为付费会员）提供取消方法，这些方法 "至少与注册过程一样简单易用"。
