Palace Confirms Hajj Agency to Take Over Hajj Management

TEMPO.CO, Jakarta - Minister of State Secretary Prasetyo Hadi announced that the Hajj Organizing Agency (BP Haji) will lead the organization of Hajj and Umrah pilgrimages in Indonesia. Starting next year, Hajj organizers will reportedly no longer operate under the Ministry of Religious Affairs.

This proposal is part of the government's proposed revision to the Law on the Organization of Hajj and Umrah Pilgrimages (RUU Haji). "We are currently discussing the House of Representatives' initiative proposal regarding the Hajj Bill. We will monitor its progress," he said at the Presidential Palace complex in Jakarta on Friday, July 11, 2025.

The president's spokesperson mentioned that the government is awaiting the Inventory List of Problems (DIM) for the Hajj Bill from the House of Representatives (DPR). After receiving the DIM, the government will provide several comments. "We will study it along with all the notes from previous Hajj organizers," he explained. This Gerindra Party politician hopes that BP Haji will improve the Hajj administration.

Regarding the 2026 Hajj quota, Prasetyo is not yet aware of the amount allocated by the Saudi Arabian government. He emphasized that the quota needs to be announced soon to match the number of pilgrims already in the queue.

The DPR's Legislative Body (Baleg) approved the Hajj Bill as a House initiative on Tuesday, July 8, 2025. The House Commission VIII had previously drafted a version, which Baleg then harmonized. In that draft, Baleg stipulated that BP Haji would be elevated to a ministerial level, a major change from its previous position, which was only regulated in Presidential Regulation No. 154 of 2024.

Dahnil Anzar Simanjuntak, Deputy Head of BP Haji, said that the agency, established by President Prabowo Subianto, would improve several aspects, such as preparing Hajj pilgrim data and implementing the peak Hajj. He noted that BP Haji still needs to work on improving the recommendations from the 2024 Hajj Special Committee (Pansus Haji).

Furthermore, the Agency also needs to make improvements based on the diplomatic note from the Kingdom of Saudi Arabia. "The government is preparing standard operating procedures (SOPs) to improve the governance of Hajj management," he said when contacted on Tuesday, June 24, 2025.
