新华社北京7月10日电（记者吉宁）记者从北京市商务局获悉，为优化北京消费供给，增强北京在全球消费市场中的竞争力和影响力，北京市发布《北京市深化改革提振消费专项行动方案》，提出力争到2030年，北京的市场总消费额年均增长5%左右，打造2至3个千亿级文商旅体融合消费新地标，在全球消费市场的辐射带动能力、资源配置能力和创新引领能力进一步提升，国际消费中心城市建设取得新突破。
行动方案共有20多项任务，包括推动居民增收减负、优化服务消费体验、增强商品消费动能、延伸消费链条、打造多元融合空间、优化消费环境等领域。
谈到方案特点，北京市商务局相关负责人表示，行动方案把握消费热点需求，进一步优化升级消费供给；聚焦消费领域难点，着力推动降低安全管理成本，完善区域配套商业设施；突出北京特色，提出针对性落实举措；明确要推进一体化综合监管，完善轻微违法免罚和初次违法慎罚制度。
行动方案提出，鼓励商业物业产权方引入专业运营主体，推动闲置公共资源商业化运营，鼓励“前店后仓”等模式创新等。（完）
