2025年7月11日，中诚信国际公布评级报告，洛阳国晟投资控股集团有限公司2024年度第一期中期票据跟踪评级获“AAA”评级。
本次跟踪维持主体及债项上次评级结论。中诚信国际认为洛阳市作为河南省副中心城市，政治经济地位重要，经济财政实力及增长能力在省内位居前列，潜在的支持能力很强。洛阳国晟投资控股集团有限公司（以下简称“国晟集团”或“公司”）在推进洛阳市城市建设和国有资本运营中发挥重要作用，对洛阳市政府的重要性很高，与洛阳市政府维持紧密关系，获得了政府有力支持。但需关注债务规模持续扩大，债务结构待优化；资产流动性弱，应收类款项资金占用明显；对部分区县子公司管控力度一般且存在一定或有负债风险对其经营和整体信用状况造成的影响。
中诚信国际认为，洛阳国晟投资控股集团有限公司信用水平在未来12~18个月内将保持稳定。
