7月22日，四川省能源局发布《关于凉山州木里县卡拉等4个风电项目核准文件自动失效的公告》。
公告显示，根据国家发展改革委《企业投资项目核准和备案管理办法》（中华人民共和国国家发展和改革委员会令2017年第2号）第三十八条有关规定，项目自核准机关出具项目核准文件或同意项目变更决定2年内未开工建设，需要延期开工建设的，项目单位应当在2年期限届满的30个工作日前，向项目核准机关申请延期开工建设。在2年期限内未开工建设也未按照规定向项目核准机关申请延期的，项目核准文件或同意项目变更决定自动失效。
经核实，凉山州木里县卡拉、巴中市通江县鸿鹄岭、广元市昭化区白果三期、广元市昭化区白果四期风电项目未在规定期限内开工建设，该4个风电项目核准文件自动失效。
这4个风电项目规模合计254.8MW，项目业主涉及华能、三峡、中国电建。
