7月24日，人民银行上海总部召开2025年第三季度新闻发布会，介绍上半年上海金融运行情况。人民银行上海总部货币信贷调研部副主任周鹏表示，今年以来，人民银行上海总部会同相关部门组织实施了包括《上海金融助力民营经济高质量发展行动计划》在内的一系列政策举措，积极引导更多金融资源流向民营经济，取得了较好成效。

　　在更好支持民营企业在资本市场健康发展方面，据周鹏介绍，人民银行上海总部联合上海证监局举办民营上市公司股票回购增持贷款政策宣讲和银企对接活动。截至6月末，辖内金融机构审批通过股票回购增持贷款项目超过130个，其中民营上市公司项目占比近八成，助力民营企业开展市值管理。科技创新债券推出后，积极支持民营企业通过债券融资发展新质生产力，近期上海首只民营企业科技创新债券成功发行。

　　周鹏称，下一步，人民银行上海总部将继续积极回应民营企业合理融资诉求，通过挖掘更多“小切口”，进一步提升民营企业融资获得感。一方面，以稳岗扩岗促就业为抓手，鼓励银行有针对性地开展产品和服务模式创新，助力民营企业稳定经营、扩大用工；另一方面，聚焦重点园区和产业领域，加强对不同类型民营企业的调研走访，及时了解并协同相关部门推动解决民营企业融资痛点堵点。
