An agreement would likely remove an obstacle to the startup's efforts to become a for-profit business, the report said.
Negotiators have met regularly, and while an agreement may emerge in weeks, some hurdles have emerged, the report said.
The companies have examined new terms to include OpenAI's goal of building artificial general intelligence, a milestone that, under the original contract, may trigger a loss of some technology rights for Microsoft, the report said.
