【环球网科技综合报道】8月2日消息，据日媒报道，日本公平交易委员会发布了一份长达119页的《移动软件竞争法指南》，计划于12月18日正式生效。该指南明确要求苹果和谷歌公司开放其旗下的App Store与Play Store，允许第三方应用商店入驻，并支持第三方支付方案等。

根据这份指南，苹果和谷歌不得偏袒自家应用，既不能利用操作系统原生收集的用户数据为自家产品谋取不正当优势，也不得以不公平方式延迟、拒绝或阻碍竞争对手应用的存在及可见性。同时，两家公司还需建立防火墙，防止自家团队在开发竞争性产品时，访问和利用敏感的开发者数据，且需按要求提交年度合规报告。

尽管指南中详细列举了诸多假设性场景，对边缘情况和可能存在的例外情形予以考量——毕竟部分规则在技术层面确实存在执行难度，但其中两项核心规定的要求清晰明确，几乎不存在解释空间。

业内专家分析认为，与全球近期多项监管指南趋势一致，此次日本新规的核心指向在于促进市场竞争，苹果和谷歌需在其应用商店中支持第三方应用商店入驻，同时在应用内或第三方应用商店中，允许使用第三方支付系统，以打破现有市场中可能存在的垄断性壁垒。（纯钧）
