政府发表新一份《香港营商环境报告》，贸易发展局主席马时亨出席电台节目时指出，本港背靠祖国、连系世界，可协助外企打入国内市场，加上港府廉洁高效，资金能自由进出，金融制度非常稳定，亦有贸发局、投资推广署及经贸办“三位一体”推广贸易，令本港营商环境更强。
马时亨表示，以往香港主要与欧美市场进行贸易，但现时受美国关税政策影响，本港要调整贸易策略，改为着重东南亚、南美及非洲市场等，而最近中国政府宣布取消所有非洲国家商品的进口关税，本港要研究成为中国与非洲国家之间的重要中介，鼓励非洲国家透过本港向内地销售货品。
马时亨指，本港较为侧重发展金融业，整体各行业平均度不足，与人口相若的瑞士相比，瑞士优胜之处在于同样重视工业发展，整体发展平均，惟本港工业因成本太高而北移，但相信未来有北部都会区，有助发展高增值工业。(ss/da)
