金吾财讯 | 华泰证券表示，8月1日，财政部和税务总局发布《关于国债等债券利息收入增值税政策的公告》（《公告》），自2025年8月8日起，对在该日期之后（含当日）新发行的国债、地方政府债券、金融债券的利息收入，恢复征收增值税，结束了此前阶段性的政策优惠。险资投资政府债，此前利息收入免征增值税和所得税，此次对于新发政府债等债券恢复征收增值税，政府债所得税仍然免征。该机构估计对新增政府债和金融债收益率的影响约为12bps，每年对整体净投资收益率影响约为2bps，影响有限。
