法院文件显示，FDIC 在四度被勒令配合后，仍拒绝完整提交 2020-2024 年间要求银行暂停加密业务往来的“暂停函”。
内部政策文件证实，FDIC 指示员工对《信息自由法》第 8 豁免条款覆盖的文件“全部扣留”，且无需区分事实性内容与分析性材料。Coinbase 指控该机构采用“极其狭隘的解释”，仅搜索提交给监察长办公室的文件，导致漏检大量关键记录。
1 月听证会中，FDIC 承认未建立 FOIA 诉讼的档案保存制度。此次法律斗争已迫使 FDIC 披露数百页文件，显示银行在开展加密业务时“普遍遭遇阻力”。随着特朗普政府推动加密友好政策，Coinbase 表示追查这些“历史不当行为”是为确保其不再发生。
