Coinbase 首席执行官 Brian Armstrong 在财报电话会议上解释，该公司并非 USDC 发行方（由Circle发行），且提供的是“奖励”而非“利息”，故不违反新规。PayPal 同样通过第三方发行方 Paxos 维持其 PYUSD 稳定币 3.7% 的收益计划。
两家平台将收益归为平台福利而非发行方行为，引发监管关注。支持者称此举仅是资金优化，但批评者警告可能削弱禁令效力，未来或面临更严监管审查。
