快科技8月18日消息，近日，NVIDIA在社交媒体平台上分享了AI公司Hydra Host联合创始人Aaron Ginn的文章，指出虽然美国对H20芯片实施了出口管制，但中国AI领域仍然取得了显著进展。

NVIDIA表示，这些禁令不仅未能减缓中国的发展，反而削弱了美国在经济和技术领域的领导地位。

NVIDIA强调，为了赢得AI竞赛，美国的全栈平台必须保持全球标准地位，并附了Ginn的评论文章。

Ginn在其评论中指出，美国从今年4月到7月禁止了H20芯片的出口，但中国在AI技术方面仍然取得了进步。

虽然NVIDIA的高端芯片对于提供运行AI所需的性能至关重要，但Ginn认为，该公司的CUDA平台——包括编程模型和AI工具包——更为重要，且无法被轻易复制。

Ginn还批评了前总统的AI扩散规则，认为该规则将葡萄牙和瑞士等发达国家与也门和乌克兰等动荡国家混为一谈。

这一观点与黄仁勋对出口管制的看法一致，即出口管制是一个失败的策略，美国应该超越阻止竞争对手获取其技术，以保持在AI竞赛中的领先地位。
