本报讯 近日，中办、国办《关于推进绿色低碳转型加强全国碳市场建设的意见》对外公布。生态环境部新闻发言人裴晓菲26日表示，这份文件明确了全国碳市场中长期发展的时间表、路线图、任务书。生态环境部将从三方面发力，进一步推进碳市场建设。
一是深入推进全国碳市场建设。将根据行业发展状况、降碳减污贡献、数据质量基础、碳排放特征等，有序扩大强制碳市场的行业覆盖范围。
二是着力提升碳市场活力。生态环境部将联合金融机构，探索开发与碳排放权和核证自愿减排量相关的绿色金融产品和服务，建立碳质押、碳回购等政策制度。
三是提高管理水平。严格规范碳排放核查，完善重点行业核查技术规范。压实重点排放单位履行碳排放核算与报告的主体责任。加强碳排放数据质量全过程监管，严厉打击各种弄虚作假行为。（鲍仁）
