《独家新闻》特朗普拟允许"死神"等无人机外销，与中国土耳其抢市场

路透华盛顿9月5日 - 据一位美国官员和四位知情人士透露，美国总统特朗普预计将单方面重新解读一项已有38年历史的军控条约，以便对外出售"死神"(Reaper)无人机和其他先进的军用无人机。

新解读将通过把无人机归类为类似F-16的飞机而非导弹系统，绕过美国于1987年签署的、有35国参与的导弹技术控制制度（MTCR）条约，以推动向阿联酋等国以及东欧国家出售。

这一变化将使向沙特阿拉伯出售 100 多架 MQ-9 无人机成为可能。沙特于今年春天提出采购请求。美国在太平洋和欧洲的盟国也表示有意购买。

美国国务院发言人未予置评。

美国无人机制造商在海外面临着激烈的竞争，尤其是来自以色列、中国和土耳其等国对手的竞争。全球市场份额竞争白热化。

中国和以色列都未签署MTCR，因此在中东地区赢得订单。土耳其虽于1997年签署MTCR，但能向乌克兰提供Bayraktar-TB2无人机，因其无人机与“死神”等重型无人机相比，射程更短、重量更轻，适用该条约中不同的管控标准。

上述不愿透露姓名的美国官员表示，新指南将使美国 "成为首屈一指的无人机供应商，而不是将这一空间拱手让给土耳其和中国"。

新的无人机销售指南的确切公布日期尚未确定。(完)
