9月4日，洋山港海事局对一艘此前因固定式二氧化碳灭火系统二氧化碳钢瓶泄漏隐患而被滞留的大型集装箱船完成复查，并依法解除其滞留措施。该轮于8月21日被查出二氧化碳钢瓶安全膜片异常破裂，存在重大泄漏风险。在长达14天的跟踪服务与严格监管中，洋山港海事局秉持疏堵结合的理念，展现了海事监管的温度与效能。
在处置该起缺陷过程中，洋山港海事局多措并举，实现安全与效率的统一。一是注重换位思考，强化作业安全提示。鉴于二氧化碳具有灭火和致人窒息双重特性，该局在整改初期即提醒船方严格遵守操作规程，防范因操作不当引发安全事故。二是主动靠前服务，建立每日动态跟踪机制。针对该轮整改任务重、风险高的特点，海事部门积极协调解决检测设备上船难等实际困难，全程助力推进整改工作。三是高效开展复查，最大限度压缩船期损失。两名安检员一早即赶赴黄泽洋锚地登轮检查，在确认缺陷整改合格后，第一时间解除滞留，赢得了船方的高度认可。外籍船长表示，感谢洋山港海事局及时发现问题并提供专业支持，有效保障了船舶安全。
洋山港海事局表示，今后将继续推动港口国监督（PSC）从单一监管向“监管+服务”模式转型，既严守海事安全底线，又积极回应企业诉求，持续优化港口营商环境，提升海事治理现代化水平。
