花旗集团分析师指出，作为日本与美国关税协议一部分的5500亿美元投资基金，可能会大量动用日本1.3万亿美元的外汇储备。
美国国债是日本外汇储备的核心组成部分，花旗分析师认为，日本动用这些美债可能引发连锁反应，导致长期美债收益率上升。这反过来可能促使美国向日本施压，要求其延长所持美债的期限。
“我们并不是预期，多边汇率政策会出现重大转向，从而催生类似‘海湖庄园协议’的结果，但存在达成某种双边‘迷你海湖庄园协议’的可能性，”花旗分析师Osamu Takashima等人在报告中指出。“从汇率政策的角度看，我们认为，会持续地朝美元疲软和日元坚挺的方向倾斜。”

花旗称，日本持有的美国国债期限估计为3-5年，但关税协议中的投资融资机制预计将以10-20年期的形式投资美国。
特朗普上周签署行政令，落实其与日本达成的贸易协议，其中包含日本将设立5500亿美元基金的承诺。然而由于两国对其运行机制给出了不同的描述，该基金仍然存在诸多疑问。
