9月9日，辽宁省召开水上交通安全工作协调机制工作调度电视电话会议，进一步部署水上交通安全强化攻坚行动，充分发挥协调机制合力，重点应对商渔船碰撞、游艇和涉客船舶安全风险挑战，保障即将到来的国庆、中秋假期水上交通安全形势稳定。辽宁省副省长、协调机制召集人吴春耕出席会议并讲话。

近年来，辽宁海上风电、游艇自由行、休闲渔业等新业态快速发展，水上交通日益繁忙。截至9月1日，今年以来辽宁进出港船舶达38.32万艘次，同比增长48.7％。随着中秋、国庆假期临近，水上客运进入高峰期，加之秋季大风寒潮等恶劣天气多发，安全保障压力增大。

会议针对性部署了强化措施。一是机制协同发力，强化水上交通安全工作协调机制运行，压实属地、部门和企业责任，加强形势分析通报与重大问题协调。二是聚焦重点船舶监管，扎实推进“商渔共治”三年攻坚行动，加强渔船安全网格化管理与船舶自动识别系统（AIS）应用，强化涉客船舶监管，对重点船舶施行“一船一策”动态跟踪；开展游艇安全联合执法行动，厘清涉水领域新业态监管责任。三是强化风险防控，健全水上交通风险分级管控和隐患排查治理双重预防机制，发挥海事部门在“全风险”预控工作中的管理创新优势，确保船舶不安全不出海、船员不适任不出海。
